I recall the practice of small flags flying from either the fuselage roof or sticking out of the pilot's side window when the plane landed. Of course, that was for VIP's who had personal flags. I recall seeing on an RNZAF Boeing 727 in 1982 the personal flag of the Prince of Wales displayed in this way. This practice was also done on civil aircraft. For private citizens, it would be the Civil Air Ensign as the National Flag is really only allowed to be used in this manner by the Prime Minister, Cabinet Ministers, Ambassadors and High Commissioners.

Whenever I visit Australia, I notice at their airports that their Civil Air Ensign is displayed. I haven't seen one yet at New Zealand Airports.

Of course under today’s climate if you had to apply to CAA for permission to fly one, they would have to charge you for that and I dread to think what that would cost.

You don't have to apply to them as long as you meet the requirements listed above. I'd fly it if I had aircraft to fly it on and if they complained I'd ask them to provide the appropriate regulation which states I can't. As far as I know they can't legally charge a fee etc., to anyone for flying the flag. Yet. NZ has always been a bit quiet about flag flying.
