ATC officers get a NZ Government Commission not a Royal Commission.

Cheers Joe. I seem to recall being told that the particular ATC Officer had done a shorter course than the regular officer cadets. Is that correct? I assume it's more an administrative course?

The course is MUCH shorter, dealing with youth issues, instructional techniques, drill, and lots of administrative things. They are civilians although uniformed. Regular service personnel are not required to salute any NZ Cadet Force Officer. They get a parchment but it is not a Royal parchment, and is signed not by the Governor General of NZ, but by the Minister of Defence and the Assistant Chief of Staff (Personnel), usually an Air Commodore.

Someone needs to read my post more carefully regarding 'ATC' being territorials.

Read it, understood it. The Air Training Corps subject was asked by Dave.

I read it and understood it too. The ATC I met from Ohakea was a civilian air traffic controller, she was not in the military. I got the impression from her that was what they all were. I never knew some were Territorials.
The Air Training Corps question was an additional question, answered by Joe.

Air Traffic Controllers in the RNZAF are now, and always have been, civilians, although they wear uniform, though not all; it depends on the grade.
I do recall, however, a change of shift very early one Sunday morning, when one controller was entering the gate at Ohakea, and another was leaving, and they collided just outside the Guardroom!
