When it comes to distribution its not in the hands of the publishers, but the distributors. Once Gordon n Gotch etc have their hands on it they decide where it should go. The only input the publisher has is if a person emails him and asks for a specific newsagent to stock it. Its then up to the news agent to request the mag.
Believe me - I speak from personal experience. The distributors do whats best for them, not the publisher.

Pacific Wings April 07 is very good edition, and despite my comments on the other editions, this one was most enjoyable. A good balance of airline, GA, gliding, rotor and military stuff. Great article on the attack on the Gestapo HQ in Aarhus, Denmark in late 1944 with good photos and well written. Also a bit on the T51 Titan Mustang, and an informative article from Dr Dave Baldwin on viruses. Scary stuff those viruses! And to finish, a great photo on the inside back cover of the US marked Stearman.
