Just reading about them they appeared only to be certified in Brazil and a few other South American countries.

I have heard that is a standard starting method for lots of aircraft at some Pacific and Asian airports. The late Phil Murray told me a few stories about F-27's being started in this method, each with a diffrent way that they went wrong. One of them involved the ute backing into another running propeller, I cannot quite recall the others.
Of course it's well known that for a period when the RNZAF could not get the starter cartridges, they started Corsair engines at Ardmore with a rope and several men pulling it.
