It has now been more than 2 years since the Eric Hertz Beechcraft Baron fatal crash off the Raglan coast, and still CAA has not completed the final air accident report, hard to believe why it takes so long, a year I could understand if there was a lot of forensic engineering required but this seems excessive, are they that under resourced ?

A quick google come up with information from the ATSB saying they they had completed analysis of the radio communications between the aircraft and ATC in Sept last year. It's possibly out there in draft form and waiting for the associated parties to come back and approve of it before they publish.
It looks like anywhere from 1-3 years just browsing the publishing/crash dates.

I believe this particular accident also involves some involvement from overseas investigating agencies as the aircraft was on the US register, which may explain the delay as well.

It took nearly 5 years to complete the ZKMAD accident report and it didn't say anything outside the theory that we provided them within days of the accident. Moral: don't hold your breath!
