I think they use older flares, stuff that will need to be fired off or destroyed anyway due to use by dates, everything has a shelf life, some stuff will last for a long time, other stuff, not so much, possibly find these flares belong to a batch that has exceeded their storage life and can no longer be relied upon to perform as needed in the case of needing them in a combat environment.
In thins case they could be used in training or for show as they were being replaced anyway.
Of course I could be talking rubbish because I don't really know, I just remember in South Africa, in order to get skippers license to take our boats out to sea we were required to have certain stuff on board like a radio, flares and smoke grenades all in case we got into bother we would be better prepared to assist in our own rescue, anyway, every so often we had to dispose of the smoke grenades and flares because they had passed the use by dates, so every so often guy Fawkes got awesome .
