Non Commissioned Ranks, not a new term, it seems to have been around for years.

I recall being rostered for "Duty NCO". Non Commissioned Officer as a Sgt, and F/Sgt.

Yes, it was always Non Commissioned Officer, or NCO.
Non Commissioned Ranks sounds like a misnomer, that would include AC's and LAC's as well and Cpl and above, as they all have not been commissioned.

that would include AC's and LAC's as well and Cpl and above, as they all have not been commissioned. That is the point. All ranks not holding a commission. Previously you had SNCOs, W/Os and Other Ranks. NCR is a catch all and rather simpler to write. Also I recall some statement that 'Other Ranks' was a bit negative, or insulting or something so was done away with. We still use the term Junior Ranks for AC-CPL where appropriate.
