The report states: The Defence capability management system: - is well led by aligned and motivated leaders; - has a number of inbuilt checks and balances to mitigate risk; - operates within a well-defined structure and governance regime; - has clear delegations and accountabilities; plus - is making strong inroads into embedding a new way of working within an environment that historically had challenges with transparency, alignment and resourcing. The new process that has been jointly developed by MoD and NZDF with joint project teams and is currently being rolled out will go a long way to ensure errors and budget overruns that have occurred in some previous acquisition projects do not occur again.

Agree. I note processes to train those involved in the capital equipment purchasing process, not to post those in pivotal roles willy nilly and assign responsibility to specific positions. While some very flowery language used, it actually made a lot of sense.
