Seven Crop and Food Research staff and pilot Michael Bannerman died when their Piper Chieftain crashed in thick fog near Christchurch Airport in 2003.
Coroner Richard McElrea has made 31 recommendations, most of which are about changes within the Civil Aviation Authority.
He wants the Transport Minister to look at whether the law enforcement role currently carried out by the CAA should be separated from its role of managing safety.
Mr McElrea is also advising the CAA to adopt a lower threshold when companies or pilots deviate from the rules which affect the safety of passengers. "

Civil Aviation Director John Jones says the organisation began reviewing its procedures immediately after the crash. He says they have already made significant changes and will make more before the end of the year. "
Maybe canning the confidential hazard reporting system a while ago was not such a good idea after all?
I hesitate to post this pic of ZK-NCA, the Piper Chieftain involved, as it is probably the worst aircraft pic that I have. All I can say is that it is a big blowup from a small photo taken during a rainstorm . . . and I have no other image of it!
