The USAF has stopped acceptance of newly built KC-46s as the result of unwanted items, including tools and manufacturing debris, being left in the aircraft.
This, it appears, is at a time when Boeing is considering laying off a considerable number of quality control inspectors.
Could it be that the assembly line workers are sending a message to the bosses ?
