I recently found a book that said the harvard wreck (NZ1008) on Kapiti island was on the west side under Te Rere bluff, I cannot find Te rere on topo maps or anything. does anyone know where that point is?

Te Rere Stream in located in the north eastern part of the island, and runs west-east in the Te Rere gully to empty out into Rangatira Bay just north of the beach landing site.
Te Rere bluff is either one of the 'bumps' in the gully or is on the west side of the main ridge at the top of the Te Rere catchment area.
Hope that helps.
