The intent is clear and laudable but when you think through the range of possible scenarios across the three environments it will be very complex in application.

Robert McNamara's ghost of arrogance and civilian control of the military didn't end after leaving the Pentagon. Undoubtedly, future enemies will use the restrictions to inflict higher rates of causalities on the NZDF.

Hmm, it is clearly a tactical failure to given insufficient weight to operational impact of civilian casualties (unless the intension is not to run out of bad guys), and with American operations clearly an unlearnt lesson from Vietnam at least at the boots on ground level.
