In the RNZAF's case there have been no airshows for the public to see them at, and very little public PR of any sort, and the only real public statement in the past year has been the brilliant Air Force Heritage Flight, and the 85th anniversary flypasts. The AFHF is brilliant and the flypasts they did generated huge interest from the public, but the PR department really needed to follow up on that impact and do more.
They need to arrange live aviation events for the public to come to at Whenuapai, Ohakea and Woodbourne, even if they're small scale they could still show off the RNZAF with tours if hangars and workshops, and have a few display flights. Get the public along to see what the RNZAF is and get them involved.
Produce a web based documentary series following various RNZAF personnel.
And start letting boys into the "Schools To The Skies" events too, rather than excluding half your potential workforce simply based on their gender.

I think it is still a bit difficult for public to visit RNZAF bases with COVID restrictions still in place.

Recruiting will be on the rise from the end of this month anyway, Top Gun Maverick will save the day.

IMO it is worth noting how Australia and New Zealand never adopted the American NCO ROTC model. These programs expanded to include enlisted personnel would have given the NZDF other recruitment avenues.

Promoting the Air Training Corps as an introduction to military aviation has also fallen by the wayside. Another avenue to encourage senior students to another career option in their senior school days
