New Zealand navy ships sit idle as 'workforce issues' impact defence force Link: www.abc.net.au/news/2022-12-07/new-zealand-navy-ships-sit-idle/101746268 New Zealand's navy is recruiting after an exodus of personnel forced HMNZS Wellington to finish its deployment early. (Reuters: Lucy Craymer)Key points: The HMNZS Wellington returned early from its three-month deployment in the Pacific It is the third ship to be put into "care and custody" New Zealand's Defence Force chief says "workforce issues are impacting ship availability" Three of New Zealand's nine naval ships are sitting idle as personnel leave the defence force for industries with rising wages, despite tensions in the Pacific. The HMNZS Wellington, an offshore patrol vessel, headed back to New Zealand early from its three-month deployment in the Pacific and was taken out of operation in November because of shortages, the New Zealand Defence Force (NZDF) said. It is the third ship to be put into "care and custody", with another offshore patrol vessel and a smaller patrol vessel pulled off the line and their crews reassigned. Chief of the Defence Force Air Marshal Kevin Short said in August "workforce issues are impacting ship availability to deliver naval outputs" in a note to the defence minister. "Risks remain to naval output delivery if attrition and hollowness cannot be addressed in a timely manner," he said. The NZDF has more than 15,000 personnel, including civilian staff, of which about 2,800 are in the navy. The defence force said in May it would spend $NZ90 million ($85m) over four years to raise the salaries of its lowest-paid workers with hopes numbers will improve by 2026–2027. A NZDF spokesperson said having so few ships available made it harder for the navy to handle multiple challenges at once. The problem is especially acute as Australia, the US, Japan and other countries in the region square off against China. New Zealand, which spends roughly 1.5 per cent of its GDP on defence, announced earlier this year it would review its own defence policy in light of regional geopolitics and climate change. The review is not expected to be completed until 2024. In July, after China signed a security pact with the Solomon Islands, New Zealand Prime Minister Jacinda Ardern said the Pacific region could manage security issues on its own. The navy attrition rate was about 16.5 per cent in the year to November, which is the highest it has been in decades as staff have quit for jobs in the private sector, where salaries have risen due to a tight labour market. The NZDF is also dealing with ageing equipment and a large number of personnel being assigned to border quarantine facilities. Defence Minister Peeni Henare acknowledged staff losses were hurting the defence force, but said the government was committed to rebuilding it. "There is more still to do," he said. The country is replacing its fleet of C-130 cargo planes and P-3 maritime patrol aircraft, with the first of four Boeing P-8A Poseidon aircraft due to arrive this month. Plans for a new military vessel built for Southern Ocean and Antarctic conditions were shelved this year.

How do they expect to attract new recruits with the stupid advertising they are using? I saw this one recently in Hamilton and wondered what the f$*k it was meant to tell the viewer.

Um, it's not too hard to work out what they're trying to convey... they're saying 'we're so friggin desperate for new recruits we'll give away free meals of Italian origin to just get you in the door!'

What in the name of all that is holy, does the replacement of aircraft (admittedly desperately needed), have to do with the Navy's personnel retention problems? When will we get a Government/Defence Minister that knows anything about the importance of a modernised, motivated, morale boosted defence force that is appropriately funded and supported by the bureaucrats in Wellington?

We don’t need wet ads trying to appeal to some soppy liberal mindset. We need the modern equivalent of this:
And any LAVs that aren’t being used should be touring non-stop around the nation’s schools, aided by an NH-90 landing on the rugby field if there’s room.
It’s not hard.

Most recruiting these days would be for roles in OSH and Victim Support.

It makes for quite depressing reading As for the lasagne ad.... WTAF?? Some limp-noodle GenZ plonker must have come up with that fruitcake offering - and who the hell within NZDF signed it off? But like a lot of roles in NZ the crap pay, ancient & uninspiring hardware and a socialist government it's hardly surprising and the NZDF will take years to recover I fear this is all that could be mustered these days if the Army needed help!

Years ago when I had only been in the Navy a couple of years I sat in a meeting room along with another guy surrounded by a bunch of very senior officers at the Chief of Navy’s request as I was driving for him and he told me to come into this meeting. Saatchi & Saatchi We’re presenting the new Navy recruiting add. (The I love you mum add) After watching all the officers brought into the add men’s speech and sales pitch. I sat in disbelief with my colleague. In a WTF was that moment. After all the offers said how great it was. The CON spoke up and said now of our opinions mattered and said the only person in the room who should say something was us. Two ABs of 22 years age. I went first and said this wouldn’t attract me to the navy. And gave reasons. The other guy with me agreed. We then got shit down by a Captain (behind the project) a bunch of other old officers and the Saatchi guys both older fellas. Basically made to feel we didn’t know what we were talking about. As this add would attract youth. The campaign went live for 3 months of its original planned year. As it was a total flop and was cancelled and they returned to the protect and serve campaign. The reason I say this as you shouldn’t assume it’s some young person behind another awful looking campaign. Something a bunch of older fellas can serve up shit because they think it’s cool and what the younger ones want.

...and being 'popular'.....its like management courses. Those running the courses think that "their" idea of management should be the ideal, same as those influencing advertising campaigns. Next week there is another course with a different proponent.....different shit, different day. After a few years of these courses someone has the brilliant idea of coming around to where the place was before the first management course...."If it ain't broke don't fix it...! Show what it is, show what can be achieved with effort, show where you can be. That sort of thing always seems to work without gimmicks. I'll get off that horse now.........

I attend a similar Sactchi2 presentation on a new recruiting campaign. The senior officer present immediately said he hated it and explained why. The presentater said 'thats fine, were not trying to recruit middle aged men like you, It will appeal to the target audience".

There has really only ever been one really good advert campaign for the RNZAF.
The TV advert and the sunset photos in magazines like The Listener were awe inspiring. They hooked me!

The kid at beginning of that advert looks just a little bit like a young Prince Harry.

The first pilot seen in that advert, turning his head and putting down his visor, was I believe Graham Carter, who later died in a Skyhawk crash during a Kiwi Red practice. And at 46 seconds, where there is an Air Staff member with all the brass on saluting at a parade, I am pretty sure the WAAF on the right is Jacquie Elder, who was my Corporal and friend in the Liferaft Bay at Whenuapai in 1990. She also died very young, sadly, from cancer after she'd gone to Air New Zealand Engineering.

I loved this ad too Dave, it hit all the right notes and no doubt did wonders for recruiting. Of course back then we had a credible and attractive Air Force with a relatively modern fleet. These days I think recruiters have a tougher job, not just because the Air Force is rather depleted but there's a much tougher audience with 'generation me' wanting it all and 'right now'! Now that he has his citizenship I'm trying to coax my 18 year old lad towards the ADF but no luck thus far
