A little bit of history from the Press, 14 November 1968"
Samoan Qualifies As Pilot
A 24-year-old Samoan, Mr George Vae’au, is the first member of his race to become a fully-qualified commercial pilot in New Zealand. It is probable that he is the first Samoan to become so qualified anywhere in the world. Mr Vae’au began training in New Zealand in November last year, and has since obtained student and commercial pilot licences and an instrument rating. Under an agreement between the New Zealand and Samoan Governments, by which this country provides training of Western Samoa nationals eventually to take over administration of aviation in their country.
Mr Vae’au was selected for training after undergoing extensive medical, education and aptitude tests. Mr Vae’au was educated at Samoa College, Waitaki Boys’ High School, and Victoria University.

Coincidentally, just recently I was thinking about a gentleman I met around that time, Bob Elisaia, who I understood to be a CPL and Instructor (but perhaps not)
Whilst I seem to recall that Bob was employed as a lecturer in Palmerston North, I also recall that he ran a flying school in Samoa. He was a good friend of the late Harry Jenkins of Paraparaumu and if I'm not mistaken a number of Harry's CPLs went up to Samoa to fly for Bob. I think a Cessna 207 was involved and a Fletcher with 6 seats?
Can anyone shed any light on this?
