The Queensland coroner will begin an inquiry into the Lockhart River plane crash, one day after the Australian Transport Safety Bureau released a damning report on the disaster.
The report into the Lockhart River tragedy says the Civil Aviation Safety Authority is partially responsible for the 2005 plane crash which killed 15 people.
CASA now faces a major overhaul after Transport Minister Mark Vaile announced a taskforce to reform the aviation regulator.
The Australian Transport Safety Bureau's Lockhart River report found the crew were under-trained, and that authorities knew there were problems but failed to act.
In response to the report, CASA has promised to create a new program to help small airlines manage safety.
CASA chief Bruce Byron says the new Safety Management Tool Kit will help regional airlines deal with financial pressures.
