Very cool video of the F14. I thought I saw the aircraft flare prior to touching down on that touch and go at the end, maybe I was imagining things? I thought Navy aircraft did not need to flare?

If you mean the very last landing (which seemed to be according to the commentator the prelude to 'a dirty Immelman' which we don't see) was a touch and go; probably to set up the fast climb into the blue - I would guess that the landing was not a Navy landing as such. It is an airshow with other considerations. Also the pilot would not have a mirror to use at Nellis AFB I assume but could do a 'carrier landing' on the runway visually; but being an airshow he does something different like add a lot of power to cushion the touch and go so that he is at full bore with wheels just off the deck nose high. All above only my guesswork but for sure I don't believe the F-14 was trying to demo a carrier landing at any stage.
For example on a strong wind day - or show off day - at Nowra one could slightly flare the A4 just above the runway to keep the nose up for a bit of aero braking but not recommended for the sprogs. ;D Or for nil wind hot days etc. Otherwise Nowra or US Naval Air Stations have a portable mirror setup for the use of. I note that when I see A4Ks at Nowra there is no mirror and pilots often do not touch down during 'touch and goes' to save on tyre wear. These 'air braking' landings are seen on the very last A4G touchdowns at Nowra so I gather there was some wind down 21 and the day was cold (it was winter). At five minutes the single seater does an aero braking full stop landing (with full dirty). At 5:45 TA4G does aero landing.
