My vaguely remembered 5th form French gives me a similar translation with just a subtle variation to the emphasis on the French prisoners being the martyrs, rather than the Nazis...:
(Dedicated) To the French patriots killed on 18th February 1944 in this prison, or those martyred by the barbaric Nazis.
