Again, they'd have been doing that regardless had there been five or four aircraft in service. How many times have they had 2 or more Hercules in deep maintenance at the same time only leaving 3 aircraft available for over 12 months?

You tell me, snafu. I'd imagine it only happened during their huge upgrade some years back?

The last C-130H Group servicing at Woodbourne was completed by Airbus last week. The aircraft departed Woodbourne the same day the last 3 P-3s retired. A Group is a very expensive servicing (100% contracted out these days). Makes sense to just park them up from now on as they come due. I doubt they have any more than 4 crews available to fly them now anyway. A large contingent of air and ground crew are now in the US training on the new J models and staff resignations back home have decimated the ranks. Many P-3 crew members will be converting to the Herc (those who don't want to go to Ohakea).

If you find the original notice to Congress (which was for 24, not 20) it should have the detail.

Western side of the Ditch. 20 now equates to cost of 24 when the deal was approved. The geopolitical situation has changed a lot since then hence the 'optimism' that the additional 4 shall eventually form part of the inventory
