Find this on the www.scoop.co.nz website under the title of Rt Hon Winston Peters Minister of Foreign Affairs Speech to Otago Foreign Policy School 29 June 2018, “Next steps” On Defence New Zealand needs to apply all the levers at its disposal to advance our national interests and protect our sovereignty. In the context of increasing uncertainty in the Asia-Pacific region and our own Pacific reset, it has been timely to carry out a review of defence strategic policy. The document is titled the Defence Strategic Policy Review, and will be released by the Defence Minister, the Hon Ron Mark, in the very near future. Thematically the report identifies there have been recent significant developments in the global strategic environment. Great Power competition is back. Climate change is impacting our immediate neighbourhood. Across geography and domains, challenges once conceived as “future trends” have become present realities. Maritime Patrol Aircraft Such reviews also guide procurement. In terms of Defence Force equipment there are certain tasks we need to be able to perform. These include increasing resource protection activities, complex disaster relief operations, peace and stability operations, and regular engagement with regional security partners. This Government is determined to have the tools to defend and advance New Zealand’s interests. You may well be aware the options for replacing the Defence Force P-3 Orion maritime patrol aircraft are under active consideration. No final cabinet decisions have been made at this point but serious progress is being made. The replacement option for maritime patrol aircraft will be the next significant announcement by the government on defence procurement. "In 2013, there were 12 local standbys or full emergencies at the air force base in Hobsonville."
Really! only ten years out of date. We vacated Hobsonville circa 2003/2004! (unless there is a secret air force operating from hidden hangars under the new housing development)

What's wrong with it? It's a political overview in the politics section, quoting politicians, with decent expert comment pointing out a concern repeatedly raised in this forum. They missed a chance to quote the opposition rep to dodge answering the question of why they left things so long.

They missed a chance to quote the opposition rep to dodge answering the question of why they left things so long. It has been edited. Earlier version mentioned that it is yet to go to cabinet and mentioned that the Orions were 'failing'. Don't get me wrong it's great news if it happens!

Sounds like today is the big announcement. I hope the RNZAF, in particular 5 Sqn get the platforms they need to continue doing the awesome work they do.

The P-8 deal won't happen unfortunately. The Green Party will make sure of that. I greatly respect Ron Mark, and his efforts, but I'm not holding my breath. They couldn't even afford a military spec Littoral Vessel for the Navy. A huge amount of wishful thinking on Ron Mark"s behalf I think. I hope you have collection of hats to wear on Monday.

I’m just hoping they come with Sidewinders and Harpoons, maybe even sling a few JDAM for close air support, then we have a total all round combat aircraft

Today's Defence Policy Statement is the most muscular policy position on Defence I've seen in over 18 years. That is some piece of work Ron Mark has done to get sign-off from cabinet on that. Having a direct go at China and Russia. It is basically a refutation of the "benign strategic environment" of the Helen Clark era, with the clever introduction of climate change as a key threat to NZ's economic and strategic interests to butter up the Greens and wider public - even having a go at Trump to shore up NZ's independent foreign policy brownie points - to get everyone ready for some expensive acquisitions that are going to be announced in the coming weeks and later on this year.

The claim made in an article today that the climate change consideration is new and was not considered by the previous government in the last White Paper surprised me, because I definitely remember reading about it in the past (circa late 2016) as being a new and major consideration for the NZDF. It's bollocks of course, but if it helps get Defence some better equipment, more power to them.

The only threat to New Zealands defence, from climate change, is the extra budget required to either buy more woolly socks or more sunscreen.

Because there is no way that large-scale changes in worldwide food production and habitability of existing populated areas could lead to increased demand for resource protection assets?
